I'm not going to allow teams to use a Mid-Level Exception.
Initially I wasn't going to allow it because those GMs who don't know what a MLE is might not know they can use one, and therefore the disparity between knowledgable GMs and ignorant GMs will grow faster. Worse teams will get worser and better teams will get better.
Then, after reviewing some of the situations of teams in the league such as Phoenix who are over the cap but only have 9 players on their roster, I thought it'd be better to allow a MLE to help team's like Phoenix build a respectable lineup.
But then I changed my mind again! Because teams like Phoenix are still going to be able to sign guys for the minimum $500k to make up the space on their roster. And teams like Phoenix will begin to have polarities in their team's talent with a slew of players earning $500k to bring them over the 12 player limit. But Phoenix is an extreme case and in the vast majority of cases there'll only be one or two players, signed for the minimum that teams will use to 'shore-up their foundations'. And it'll only take one or two seasons to sort that kind of anomaly out.

Other factors involved in my decision were:
In favor of having the MLE The fact that teams like Phoenix have been saddled with a nasty cap situation from the start of the season and can't really help the situation they're in AND weren't told we weren't going to have a MLE until now!
Teams that have done well and have nasty salary situations (PHX once again!) should be able to sign extra players who want to play for their team to continue improving.
Against the MLE We'd have to keep track of who's allowed to use a MLE and whether they've used it or not and how much of it's been used.

Im not really in favor of it, especially when there arent a lot of great free agents out there anyway. Like I said earlier it helps level the playing field by spreading the talent around

The cap is going to be $65 mil for this upcoming season. Some teams have worked really hard to clear up cap space & it wouldnt be fair to those teams if teams over the cap were able to spend money they dont have
