Wait, I'm confused now. According to the rules posted, the maximum that a salary can change from year to year is 15%. As for the $100,000, that is listed in the rules as the minimum needed to top someone else's offer and has absolutely nothing to do with the salary increases from year to year. Please explain.

I guess we're looking at these two rules: - The maximum amount that a contract can increase or decrease each year is by 15% of the previous year in the contract.
and
- The mimimum increase to an offer for a free agent is $100,000.
I've always understood this as $100,000 or 15%.
